محمد عبد الخالق
Mohamed (AK) Abdel-Khalek, a technology and AI leader based in Riyadh, with more than 11 years of experience turning strategic priorities into digital platforms, high-performing teams and measurable business outcomes. My background combines software engineering, cloud architecture and applied AI with product leadership, program and portfolio management, commercial development and organizational transformation.
At the Ministry of Education, through Tatweer Educational Technologies (TETCO), I served as Portfolio Manager and Program Manager and established the Program and Portfolio Management Office for Unified Platform initiatives. I coordinated 47 professionals across business analysis, product, design, architecture, engineering, quality assurance and delivery partners. A defining achievement was leading Saudi Arabia’s nationwide Unified Admission Portal (UAP), known as Qabool, which processed more than 220,000 applications in its first month. My responsibilities spanned requirements alignment, integrated planning, dependencies, governance, executive dashboards, launch readiness and operational handover—bringing complex institutional requirements together into a unified public-facing service.
In healthcare, I led the development and deployment of an AI-driven business intelligence platform for the Ministry of Health, using Google Cloud and BigQuery to support operational intelligence, health-trend monitoring and resource planning. For Ministry of Defense engagements, I led AI-enabled revenue-cycle management solutions and Oracle Fusion integrations, connecting enterprise systems and automating manual workflows. I also led NPHIES integration certification for King Fahad Medical City and Prince Sultan Military Medical City, combining technical delivery with the coordination and validation required in regulated healthcare environments.
My healthcare AI experience extends to financial automation, claims workflows, hospital information systems and ERP integration. More recently, I developed a generative AI mapping agent to help users navigate Saudi billing and coding standards, making complex reference material easier to search and apply. This reflects my approach to AI: identify a meaningful operational problem, build a practical solution and retain the controls needed for responsible use.
As Technology and Innovation Department Manager at Selat Business Solutions, I directed more than 55 engineers across local and international teams and chaired the IT Steering Committee. I aligned technology strategy with business priorities, managed budgets and delivery risks, developed engineering capabilities and supported major opportunities through RFI/RFP preparation and solution architecture, including NEOM engagements. At TopTen, I helped secure more than SAR 8 million in new contracts by connecting customer requirements, technical solutions and commercial priorities.
At SQORI, I am building Arabic-first AI learning solutions that bring together conversational assistance, curriculum alignment and accessible learning experiences. My wider portfolio includes the Warsha education platform, iRead and Saudi Film Days platforms for Saudi Aramco and Ithra, and technology delivery supporting SABIC’s summer innovation programs. Earlier consulting and engineering work also covered industrial IoT, smart-city ecosystems, predictive analytics, cloud platforms and enterprise integration.
I have worked with senior government and corporate stakeholders, including the Minister of Education, Vice Minister of Education, Assistant Minister for Development and Transformation, CEOs, CFOs and Managing Directors. I communicate fluently in Arabic and English and bring a foundation in Computer Science and Information Technology, supported by PMP, Scrum, and Google Cloud, Microsoft Azure and Oracle certifications.
My strength is connecting executive vision with the technical, commercial and operational decisions required to deliver it. I build clear governance, capable teams and practical solutions—with a consistent focus on improving services, expanding access and creating lasting value.
