The deadline for submitting the essential  required documents with the financial offers to participate in this announcement and the session for opening financial offers is Thursday, November 12, 2026 at 12:00 PM Syrian time.

This can be done by uploading the documents via the link below. The uploaded file should be a single compressed file named with the bidder name.

This file must contain all the required documents, and the financial proposal  file must be password-protected. Any financial offer that is not password-protected will be rejected.

condition for accepting the financial offer for bidders participating electronically. Bidders may attend the session in person or through a representative at the Aga Khan Foundation building at the address mentioned above, they must hand-deliver the files related to this announcement in a sealed envelope before the deadline for submitting bids.

Important Notes:

• The bidder must be able to work in the Syrian Arab Republic.

• To compare prices between local and international bids, the official exchange rate of the Euro against the Syrian Pound issued by the Central Bank of Syria on the date of the public bid opening session will be followed.

• AKF-S reserves the right to cancel the results of this invitation to bid or to cancel the entire process related to this announcement.

• The issuance of this announcement does not constitute any obligation on the part of AKF-S towards any of the bidders.

• The bidder shall bear the full costs incurred by submitting bids in response to this announcement.

• It is the bidder's responsibility to provide customs facilities when importing the goods from outside Syria and delivering them to the required locations..

• When delivering the goods, official customs documents must be submitted regarding the legal entry of the goods into the country.

• Based on the results of the announcement and the available budget, AKF-S has the right to request from the winning bidder to increase or decrease the quantities and works without changing prices or any other terms, provided that the percentage does not exceed or decrease 20% of the full amount of this announcement. 

• Materials violating the required specifications will be rejected.

• All costs related to rejected materials will be at the bidder's expense, and fines for violating the conditions/specifications will also apply to him, as stated in the contract/PO.

• Payment must be made exclusively via bank transfer to a bank account not subject to international sanctions.

As follows: Suppliers within Syria: The financial offer must be submitted in New Syrian Pounds only, and payments will be transferred in new Syrian Pounds to the supplier's bank account in the local currency. Suppliers outside Syria: The financial offer must be submitted in Euros only, and payments will be transferred in Euros to the supplier's international bank account (not subject to international sanctions).

• The bidder is requested to consult with his chosen bank before submitting the bid to find out the withdrawal limits offered by the bank.

الموعد النهائي لاستلام الوثائق الأساسية المطلوبة مع العرض المالي للراغبين بالاشتراك بهذا الإعلان وجلسة فتح العروض المالية هو يوم الخميس 12 تشرين الثاني 2026 الساعة الثانية عشرة ظهراً بتوقيت سورية.

ملاحظات هامة: 

• يجب ان يكون مقدم العطاء قادراً على العمل في الجمهورية العربية السورية.

• لمقارنة الأسعار بين العطاءات المحلية و الدولية ،سيتم اتباع سعر الصرف الرسمي لليورو مقابل الليرة السورية الصادر عن مصرف سورية المركزي بتاريخ جلسة استلام و فتح العروض المالية .

• تحتفظ مؤسسة الآغا خان بالحق في إلغاء نتائج هذه الدعوة لتقديم العطاءات أو إلغاء العملية برمتها المتعلقة بهذا الإعلان.

• لا يشكل إصدار هذا الإعلان أي التزام من جانب مؤسسة الآغا خان تجاه أي من مقدمي العطاءات.

• يتحمل مقدم العطاء كامل التكاليف المترتبة على تقديم العطاء استجابة لهذا الإعلان.

• يقع على عاتق العارض توفير التسهيلات الجمركية عند استيراد المواد من خارج سورية وتسليمها في الأماكن المطلوبة.

• يجب عند تسليم المواد تقديم البيانات الجمركية الرسمية الخاصة بدخول البضائع الى القطر بشكل قانوني.

• بناء على نتائج المناقصة والميزانية المتاحة يحق لمؤسسة الآغا خان الطلب من العارض الفائز زيادة أو إنقاص الكميات و الأعمال دون تغيير الأسعار أو أي بند آخر، على ألا تزيد النسبة زيادة أو نقصان على 20٪ من كامل موضوع هذا الإعلان.

• سيتم رفض المواد المخالفة للمواصفات المطلوبة.

• جميع التكاليف المتعلقة بالمواد المرفوضة ستكون على نفقة مقدم العطاء ، كما سيتم تطبيق غرامات على انتهاك الشروط / المواصفات، كما هو مذكور في العقد / أمر الشراء.

• طريقة السداد حصرا عن طريق التحويل البنكي إلى حساب

بنكي غيرخاضع للعقوبات الدولية. على النحو التالي :

الموردون داخل سورية: يجب تقديم العرض المالي بالليرة 

السورية الجديدة فقط، ويتم تحويل الدفعات بالليرة

السورية الجديدة إلى حساب المورد البنكي بالعملة المحلية.

الموردون خارج سورية: يجب تقديم العرض المالي باليورو حصرا" وسيتم تحويل المدفوعات باليورو إلى الحساب المصرفي الدولي للمورد(الغير خاضع للعقوبات الدولية )
