Mohsen Ali Almakrami is a senior executive and accomplished project leader in Saudi Arabia’s water and wastewater sector. He currently serves as the Executive Director of Al Haer Environmental Services Company, where he leads the development and operation of the Al Haer Independent Sewage Treatment Plant (ISTP)—a flagship PPP project aligned with Vision 2030. The plant has a treatment capacity of 200,000 m³/day and includes an extensive Treated Sewage Effluent (TSE) distribution network. With over 14 years of experience, Mohsen has held leadership positions across the public sector, consulting firms, and private developers. His previous roles include serving as SPV CEO for the Tabuk 2 ISTP, where he oversaw a multi-stakeholder PPP project from execution to near completion. He has successfully managed strategic engagements with key national and international partners such as SWPC, Miahona, Marafiq, TAWZEA, Acciona, BESIX, NWC, SIO, and MEWA. Mohsen’s core expertise lies in PPP and BOOT frameworks, contract administration, and high-level stakeholder engagement. He holds a Master’s degree in Engineering Management from King Abdulaziz University, as well as professional certifications in Organizational Leadership and Management Essentials from Harvard Business School Online. He is also currently pursuing an Executive MBA at Prince Mohammed Bin Salman College (MBSC). Known for his strategic mindset, operational excellence, and commitment to sustainable infrastructure, Mohsen is deeply invested in building projects that create long-term value and align with the Kingdom’s ambitious development goals.
