He is the son of Reda Saeed , founder of Damascus University , and former Minister of Education in Syria.

According to the records of the Syrian Ministry of Economy, Saeed is:

He built a fortune estimated in the billions after working in Saudi Arabia during its heyday in the late seventies and eighties, in a contracting company. He moved to Europe and now has companies in Europe, America and the Middle East.

Saeed began his real career in investment banking in Geneva in 1963, but he made his real fortune after returning to Saudi Arabia from his work in the construction sector, and in 1981 he was granted Saudi citizenship.

Saeed is best known for his role as a broker in the Saudi-British arms deal known as the Al-Yamamah deal, one of Britain's largest arms purchases, and he donated £23 million to establish the Saeed Business School at Oxford University, which the university named after him.

In 1982, he founded the Saeed Foundation, a social enterprise to train youth and children in the Middle East, and to provide support to them through a number of educational programs, support development, and help affected children.

He was included in the “Economist 100” list of the 100 most prominent Syrian businessmen in 2009 and 2010, and received an honorary doctorate in 2005 from the University of Damascus, in recognition of his generosity and the charitable institutions he owns in Europe and the Middle East.

He holds a Bachelor’s degree in Commerce and Economics from Damascus University.
