In his current position, he leads the company’s and its hospitals’ operational and strategic activities, overseeing executive leadership, medical and administrative departments, managing financial and human resources, and approving budgets and spending plans, in addition to establishing the company’s overall guidelines and policies and monitoring their implementation.

He leads transformation, expansion, and strategic partnership projects, including public-private partnership PPP projects and the establishment of consortiums and joint ventures with international healthcare operators. He also oversees the development of healthcare services, the introduction of new medical specialties, and the modernization of facilities in line with current medical and technological requirements.

He oversees the development of strategic and operational objectives and performance indicators, improves operational and financial efficiency, and leads cost-optimization initiatives and the development of healthcare delivery models. He also oversees accreditation and quality programs and ensures compliance with the standards of local and international regulatory and accreditation bodies, including ISO, CBAHI, HIMSS, AABB, and CAP.

He is also responsible for workforce planning, recruiting talent for key leadership positions, evaluating the performance of department heads, and making decisions regarding promotions, salary increases, and terminations. He represents executive management before the Board of Directors, relevant committees, and regulatory authorities, and monitors government developments related to the healthcare sector.

His responsibilities also include overseeing expansion and development programs, outsourced services and remote governmental clinical contracts, and hospital and healthcare facility construction and renovation projects, including leading design, medical planning, master planning, and steering teams for new hospital projects.

He is a member of the American College of Healthcare Executives ACHE.

Chahine has over 30 years of experience in the healthcare sector, spanning government entities, non-governmental organizations, and for-profit hospitals. He has developed expertise across public and private healthcare systems throughout the MENA and GCC regions, with a focus on strategy implementation, clinical operations, quality assurance, and patient experience. His career has also involved leading collaborations with government and academic healthcare institutions across Saudi Arabia.

His career with SMC Healthcare began 25 years ago, when he was a member of the founding management team, during which he progressed through a number of leadership positions, including: Assistant CEO, Vice President of Operations and Medical Affairs, and Chief Operating Officer, until he reached his current position. He also served as CEO of Hiram Hospital and Chief Operating Officer of the NGO “ Secours Populaire Libanais” .

He holds a Master of Public Health specializing in Health Services and Hospital Management from the American University of Beirut in 1995, and a Bachelor of Nursing from the same university in 1992. He also holds a Senior Specialist classification in Healthcare Management from the Saudi Commission for Health Specialties.

He also obtained a certificate in healthcare risk management from the American Institute for Healthcare Quality and Hospital Management AIHC, and a certificate in quality management from the Canadian Accreditation Authority.
