He served as Director General of Dubai Courts, Deputy Director General of the Ruler of Dubai’s Court, Vice Chairman of the Board of Directors of the Dubai International Arbitration Centre, Deputy Director of the General Department of Administrative and Financial Affairs at the General Command of Dubai Police, Assistant Dean of the College of Law and Police Sciences at the Dubai Police Academy, and Director of the Projects Department at the Executive Office. He was also a member of the Board of Directors of the Dubai Judicial Institute.

He holds a PhD in Public International Law from the University of Wales in the United Kingdom in 1999, a Master's degree in the same field from the University of Nottingham in 1994, and a Bachelor's degree in Law and Police Science from the Dubai Police Academy in 1991.
