He served as Managing Director and CEO of the Dubai Investments Fund , Executive Director of the Dubai Financial Support Fund , and Head of the Tax Affairs Office at the Dubai Department of Finance .

Prior to joining the Department of Finance , Al Mulla held the position of Finance Director at Dubai Customs .

He has over 20 years of professional experience in the fields of financial management, investment, economic governance, taxation, business development, public policy formulation, strategic and financial methodologies development, strategic business plan review, business evaluation, debt restructuring, and revenue collection across various sectors.

He holds a Master of Business Administration degree from the University of Strathclyde in the United Kingdom, a Certified Management Accountant (CMA) certificate from the Institute of Management Accountants (IMA) in the United States, and has completed a number of executive programs in management leadership from the Wharton School of Business at the University of Pennsylvania in the United States. He is also a graduate of the Government Leadership Program.
